Based in Southern California, Franklin “Biff” Levy has an extensive entrepreneurial footprint spanning mining and development interests worldwide. He leads GS Mining Company, LLC, as co-founder and managing director, and spearheads ongoing efforts to restart gold mining assets across the Central City/Black Hawk region of Colorado. With 85 percent of Central City’s gold still unrecovered, Franklin Biff Levy is particularly focused on reviving the Bates Hunter Mine, which dates back to the late 19th century.
Mr. Levy also guides York Street Partners as managing partner, a role in which he has overseen projects such as planning a gaming resort in Kazakhstan and expanding strategic interests for the province of Guangxi in the China-Malaysia Qinzhou Industrial Park. Also an executive with the Ma'anshan Mining Company, he focuses on Chinese iron-ore extraction operations. Mr. Levy additionally directs HopaPay/eFinityPay, a FinTech firm that has developed real-time technologies for bank-to-bank transfers that meet the needs of high risk businesses.
Franklin Levy earned a bachelor’s degree at Yale University and served as ranking scholar house chairman with the Delta Kappa Epsilon fraternity. He held class president responsibilities while working toward his JD at the University of Pennsylvania Law School. His experience extends to a previous role as personal counsel for Sheldon Adelson, chairman of the Las Vegas Sands.
